Internet with a human face - a common responsibility
The ubiquitous presence of Internet has transformed the way
we work, play and communicate. No innovation, however,
comes without challenges and risks of its own, and Internet
is no exception. Today anyone anywhere can publish online,
however greater freedom of expression has brought an
implicit lack of accountability that is making poor quality
information, illegal and prejudicial content, hacking and
viruses the bywords of the 21st century. The new
opportunities offered by modern information and
communication technologies are counterbalanced by threats
to privacy and new forms of pollution. Almost half of all
traffic on Internet is, for example, spam - unsolicited,
and for the greater part undesirable, content - and viruses
alone cost European governments and private enterprise some
two to three billion euro last year. Statistics alarmingly
indicate that, as a direct consequence of encounters that
began on Internet, several children are abducted every
year. A number of initiatives are underway in Europe to
raise awareness to these dangers, to create technological
and legislative barriers that will protect citizens' rights
and to set up agencies to record and act on complaints from
citizens.
