OECD SAYS THAT WEB SITES MIGHT ESCAPE TAX
According to recommendations drafted by the OECD's Tax
Advisory Group, Web sites will be out of the tax net of many
of its member countries. The recommendations suggest that
Web sites would not be considered permanent establishments
for purposes of levying taxes on foreign enterprises. The
recommendations may be incorporated into a proposed 2002
OECD model tax code.

AND INDIA RELEASES ITS TAKE ON NET TAXATION
India's Ministry of Finance has released a discussion paper
on e-commerce taxation. The report recommends that the
income of content providers, service providers and all other
e-commerce entities should be subject to taxation.

CHINA REINSTATES FOREIGN MEDIA NET BLOCKING
With the APEC summit concluded, the Chinese government has
reinstated blocking of foreign news organizations such as
CNN, the BBC, and Reuters. The controls were restarted
within hours of the departure of President Bush from China.

Supreme Court Set to Consider 'Virtual' Child Pornography
A hard-fought legal debate over the constitutionality of a federal
law designed to punish 'virtual' or computer-generated child
pornography will echo through the courtroom of the United States
Supreme Court in two weeks, when the justices are scheduled to hear
oral arguments in the matter, Ashcroft v. Free Speech Coalition.
