prop-016: IPv6 allocations to IPv4 networks

Synopsis

This is a proposal to update IPv6 policy and allocation procedures to explicitly document the consideration given to an existing infrastructure and customer base.

Note: Version one was approved by consensus at APNIC 17 with the modification that there is an added a requirement for LIRs to have plan to move some of their customers from IPv4 to within two years. Version two of the proposal submitted the policy mailing list for eight week comment period.
